files can't be deleted

it's something to do with storage so i'm posting here...

anyway, i have this video file (a concert video) that can't be deleted.. it says that it's being used by another program or something... & at that time i am not running any programs then i restarted my pc and tried to delete it again & the same pop-up appears... how can i delete this file??!

Try deleting it while in safe mode. Don't know if it'll work or not, but worth a try until someone else comes along with more know how than I have.
