Firewall off but is still on

I can't fully turn off my firewall. I have turned off and unistalled the McAfee firewall and I went to the security center and turned off the Windows Firewall, but when I use such programs as DC++ or Morpheus, it says I'm firewalled. I use a Linksys wireless modem and a website gave me the address 192.168.1.1 but it ask for a username and password when I typed it into the address bar. please help

Then you have to forwards ports in your router - http://www.portforward.com/cportsnotes/dc++/dc++setup.htm

Next change the password from the default - http://www.pctechbytes.com/router_security.htm
