Fluctuating Ping

So I have been having internet problems for about 3 months now. It's always the same. From about 2am to 9am my internet is perfectly fine (considering the speed I get). If I'm in a US East server on Battlefield 3 I can usually be around 68 ping. But from 10am to 2am it's unplayable. It constantly goes from 60 to anywhere around 500. My ISP has sent out technicians on multiple occasions and they always say that they can't find anything wrong. Or suggest moving my speed back down to 1mbps because they say it would be more stable. They did that about a month ago and it was less stable. I'm using the modem they provide and it's a new modem that I just opened about a week ago. Still nothing. They say the problem isn't on their end.

Any ideas on this?
 
Use PATHPING ip-address OR domain.name and let it run

suggest running once when there is NO problems and keeping the results
(eg pathping 8.8.8.8 >theOkPing.txt
and then again like
pathping 8.8.8.8 >thePingDelayIssue.txt)

can change the 8.8.8.8 to a significant domain that is causing you to see the symptom.
