FPS - Counter Strike 1.6 | From 100 to 15-30

Before i Formated my PC, i play CS1.6 at 100fps. After i formated my pc, i have 100 then drops to 30 (in 5min) and in heavy shooting i get 10-30 FPS.

PC Specs:
Pemtium 4 dell, 2.80 Ghz, 512 mb ram
Windows XP Pro 2002 SP2
Videocard: ATI RADEON 9250 (256mb)

Drivers: From ATI.com (last one)

In any resolution, and graphic detail i get 100, then still drop to 30. CS1.6 conifg is set to best perfom CS1.6 with highers FPS (fps_max 101, cl_rate, bla bla bla) and still dropin.

I turned off my VSync, AA, and AL from my video card for best performance and still drop to 30...

Any of you guy can tell me whats wrong with my Video Card/System config/Specs?

Unistall those drivers and try these. www.omegadrivers.net

I got the omega driver for my RADEON 9250. Still i got fps at 100 then drops to 30... is my Video card configured wrong? or is something else...?

I have found the reason why my FPS drops dramatically... When i run CS1.6, on my task manager it appear SYSTEM process using 50-80& of my CPU computer and consuming my RAM. How can i control it?
