You need to use a bootable virus removal solution.

download this rescue disk: http://dlpro.antivir.com/down/vdf/rescuecd/rescuecd.exe

The file will will be an image file that you burn onto a cd using your burning app: if you do not have one download free one from this site: http://www.imgburn.com/

save the rescue disk on your desktop open imgburn and select the image file and burn it on a blank cd.

this link downloads exe version that automatically burns the disk without any other burning software:

Boot the cd: >select start rescue system and use the up/dn keys to navigate the options and the spacebar to tick or untick your selections.
i suggest you select full scan and attempt to repair infected files.
 
These types of discs are good when a user cannot get into Windows or Windows Safe mode even.

There are many of these BootCDs available, actually I made my own on PE enviroment. There's UBCD and Hiren's BootCd and BartPE and WindowsPE and all the rest...it just goes on and on.

I wouldn't normally suggest to use these BootCds though, because they can remove Windows System files as well, for starting Windows ! By finding Viruses and actually removing the Virus, they could inadvertently remove a Windows system file that had a virus (Normally repaired within Windows scans)
