Freezes on start up after i installed OS

Hi i have recently built a new computer, i got it running, i formated the HD and installed the OS on it, it told me to restart after like it always does after you install windows, the bios posted, then i got a black screen and then nothing happened, so i thought maybe i screwed up on the install of the OS, so I went to go reinstall it, i put the cd in the drive, bios posted....and then said press any key to continue so i did....and then it freezes there....what is goign on?
