Frequent Modem Disconnects

Someone in my family is having an absolutely terrible time staying connected on his dial-up connection. He's even switched ISP's over it, which didn't help. I'm inclined to think the problem's either with the modem (outdated driver?) or a noisy phone line.
The modem is a Rockwell 56K and the system is a Gateway Essential 433C running Windows 98 SE.

I couldn`t have put it it better myself.Disabling call waiting (if enabled) is the other standard suggestion.

Therefore,update/reinstall driver,
Disable call waiting
Check that there aren`t any other electrical devices in the vicinity that might be interfering.
Have phone company check the line.

If there is any way your relation could upgrade to a dsl connection,that would be the best option.
