Frozen toolbar / Is Avast ok?

i have a couple of problems - first is my main toolbar including start menu etc is frozen and gives the Windows "dung" sound when i click on it. This means i cant access control panel to uninstall programs.

Secondly, i have downloaded avast antivirus, and it thinks everything is a virus! Its stopped me watching videos on VLC media player, and even wont let me get into task manager! I found an answer on here relating to my first problem, but now i cant get into task manager i cant try and solve it, and becasue i cant uninstall avast because of the first problem!

Nightmare! can anyone shed some light please?

Download RatsCheddar

It contains a program written by Rathat, and it is a Policy Controller.
Save and extract this program to the desktop.
Once extracted, Double click on the RatsCheddar.exe file.
Enable everything, then click Exit
Reboot your Computer.

Then continue over to:

Viruses/Spyware/Malware Preliminary Removal Instructions

Actually, dont worry, its now frozen completely. i'm going to have to do a system recovery and start from scratch. thanks for trying to help!
