When one enters the BIOS set up menu and makes changes then selects Exit and save changes do you need to reboot to have changes go in ti effect?

When does one want to clear the CMOS by shorting the appropriate pins? What values are the in force?

    Thanks

If you mean the BIOS setup menu at bootup, then save and exit already reboots the system.

Clearing the CMOS loads the failsafe defaults it think, but the POST will usually complain about CMOS checksum being bad or an error in configuration to force you go in the setup and save it again.
