Getting Pentium 3 mobo to start

i bought an MSI MS-6309 pentium 3 motherboard, i am having trouble trying to get it all to start.

On the warning LED, it hangs when it comes to the "testing base and extended memory", i have a little chart that shows what the LED lights correspond to, and this is where it hangs. I'm not sure what it means, is it referring to my RAM? i know that my ram works, because it was used on another computer. Thanks to any one that can help

taking the memory out... does the machine beep at you?
similarly the graphics card... you need it to at least beep at you when those vital components are missing, that way you are pretty close to knowing its something else other than your board.
