Good logo creator and pic editor

Does anyone know of a good logo creator? or a good photo editor? I hadda uninstall my Office 2007 Pro Plus beta, so I'm kind of out of options right now.
I'm kinda on a budget, so preferably free

Tried logon studio? Wincustomize has a lot of cool stuff, though not all is free, logon studio is.

But is there anything, better than my experience with OpenOffice Draw, that will create cool text and stuff?

Yes, Paint should do. If you want, here are a couple other programs that work quite well and can do much more. Yes, they are "free" .
