Graphics card issue, help!

Well, whenever I start my computer, the fan I assume on my graphics card(ati radeon x850xt agp) always would spin really fast and make a loud sound, and then it'd stop. Well I didn't even know why it did that, but today when I restarted my computer, the power when out while it was booting. Then I turned the computer back on and my graphics card wasn't showing a response. So while the fan was about or spinning, could the computer shutting off in the middle of that have effected the graphics card?

I'm figuring the graphics card is blown because when I start the computer it doesn't even make the loud fan sound anymore.

P.S. sorry for long post, didn't know how to shorten it

Except for the fan, does it boot up normally otherwise?

Well, my computer boots up normally, but i get no display at all. Like my graphics card is not even connected.
