i have a seagate barracuda 40 gigs when i plu it in it cause the mother board not to power up, it short circuits it help can this hard drive be fix, if so how.

Try it in another computer. If same thing happens then you are between a rock and a hard place. The drive is dead.
Now if you can't afford data recovery services and you need data on that, or you are just out of warranty time and want to play around. Buy the same hd (ebay is a good place to look) and open both of them up, and try to replace the platters (put the ones from bad hd into just bought hd).
You can try it that way, it works for some people. I don't want to give you any false hopes, that way is far from foolproof.
