Has my MoBo died?

Hi,

Well I have no idea what has happened...this morning I went to start my PC and it just kept reloading....would not go past the CPUID screen and just then reloads......I couldnt get to BIOS or recovery mode.

Could this mean that the MoBo or CPU has died?????

How can I check this?
