HDD partitions got resized automatically!!

Last year I lended my hard disk to a friend cos he wanted to format his disk and resize "his drives" (using windows 98 startup floppy!) and did not want to lose any data
when i got it back i noticed that my partions changed from
c->9.** D->10.** E->6.** F->11.6 (approx because of the 38.** i am not sure of exact point figure)
to
c->9.** D->10.** E->8.88 F-> 8.88
He did not use any software to format just plain format and rezise using fdisk
how is this possible I did not lose any data even!!
today i use partition magic to do all disk partions without losing data
 
Maybe he just copied the data off a partition, deleted the partition and recreated it with new size and finally copied the data back?

Also, there are many FAT32 resizing tools like FIPS that are free and fit on a single floppy.
