Alright before I give up completely, I'm asking help from you guys. Seems to be I have problems with The Sims 2. (Wow, what else is new?) With the whole DirectX9.0c bla bla bla crap. I did everything I could, but later on I found out that my REAL problem is that I have a super old graphics card. It's Intel 82810. So I went on the EA site and it gave me a solution. To put ''-w'' at the end of the target link. And it worked! My Sims 2 freaking worked.

Here's the problem though, now that my Sims 2 works. I can't edge scroll. I'm pretty sure you guys know what that is. Anyways, I did research on it AGAIN to see what was up and apperently you can't edge scroll when the Sims 2 is in a window. Wow, go figure. Now what I'm asking from you guys is, is there any OTHER way to fix this problem and not have to deal with the DirectX9.0c, not being able to edge scroll crap?

Just scroll using the wasd keys or the arrow keys, thats what i do....
Its better and faster once you get used to it.
