Help! Computer video speed issues.

Well, As odd as it sounds, I had finished playing a game of C&C generals and shut down my computer, and later, upon attempting to play again, it now plays the game at roughly 1.75 times the normal speed! Trust me, It was quie a suprising incident. I tried other games, and they all pose the same problem. I made no system changes, nor did I play around with any settings. My computer is a Dell XPS Inspiron running 3.4 ghz processor, 1gb ram, 60gig + 80 gig HDs, ATI Radion 9700 video card, and Windows XP. I have tried re-installing windows, and nothing helps. Please, Help!

Is faster bad? Or is it way too fast?

Waaaaay too fast. As in, any graphicly challenging games run too fast in real time, then lock up.
