uh could you be more precise?
You want to format a mounted drive or a drive you have in your hands?

If you want to format a drive from wich you booted you can't do it in a fast way. Or are you asking about a partition of your drive?

Anyway the rules are to boot any OS and format what you want but not the boot drive. You could use an old basic OS or you can use any utility boot CD. There are a lot of bootable CDs fulls of freesoftware that let you doing what you need.
Search the web for "boot CD utility"
