Help! Graphics wont load!

Hi,
Had a power surge the other night. Went to turn on the computer after, and opening screen to windows XP is black.... but when the mouse goes over the select name option, the hand comes up. When the Personal settings load, all you can see is the shortcuts, cant see "Start" button, or bottom toolbar. Cant see Any toolbar unless you highlight it, and after you highlight it it goes black again. Do i need to re-load windows XP or is it my graphics card? I can see the internet fine, only not drop down tools or search boxes.
