Help! Windows installer Error.... Wont fix

Ive Tried Actual Microsoft Fixes And i have checked and checked again to see if i am on safe mode. And im not... can anyone give me any ideas????

Cold boot from a machine that is turned off.
As soon as you press the <ON> button, press the <F8> key repeatedly once per second until it starts to boot, then press no more and let it boot up. It could take 2 to 4 minutes on some machines as you wait and wait for everything to be completed.
If this does not work, then you have a serious hard drive or memory error, methinks.

i got it to work but it just took some time. i had to re register Windows installer. so i had to go through safe mode and everything
