Hijacked with malware and trojans and cannot log on in safe mode

After visiting a site popups indicated I had all kinds of infections and wanted me to download a program. I did not download the program but instead ran softis anti virus software. It found and quarantined two malware programs but told me to run a full scan (which I had already done) to remove the trojan. The computer then restarted windows and I was not able to log on to a user. I tried to restart in safe mode and it still will not let me log on as a user. Any ideas of how I can get my comoputer clean?

is it ok with you if you have to format hard drive

thats the only way i seem to get out of this mess.
You will lose all your important files though.

But there are alternatives to formatting That we might first try

Download The Ultimate BootCD https://www.techspot.com/vb/post722281-20.html
Backup any user data
And use the same bootcd to also scan for malware, it may even fix the fault
