Horizontal scrolling bar on TV?

I know this is not really a TV forum but I thought I would ask here anyways.
A horizontal bar scrolls up my TV when the cable box coaxial is plugged into wall. When I unplug it and watch a DVR or use my PS3 the bar goes away. Anyone know why this is and how I fix it issue? Will it harm my TV?

This was once known as a vertical hold problem... A vertical bar is a horizontal problem. I could be caused by a bad cable/interconnect from the wall to the cable box, or the box itself is defective

Sounds like a bad ground on the cable going from the wall to the cable box. Try a different cable first, see if that works else you might have to call the cable company. It shouldn't harm your tv, but it is quite annoying.
