How can i tell if my motherboard is faulty or my cpu?

I upgraded a pc today with new motherboard, ram, amd 3100 and case. I know the ram is working fine and i know the case and power are working fine. When i put it all together my cpu fan is turning but nothing else is happening, not sure if it is my cpu or my motherboard, or alternatively something else. Anyone got any good ideas to try?
any advice would be most appriciated.

You did use standoffs when fitting the new mobo didn`t you?

Make sure that the mobo isn`t shorting against the case anywhere.

Is the heatsink properly connected, and did you use thermal paste?

Disconnect anything not required to boot your system.

Does the computer attempt to post?

Try booting with just the mobo/cpu/ram if you then get beeps, start adding the other components one at a time untill your system doesn`t try and post.

If this is a completely different mobo to your last one. You will need to run a Windows repair on your hard drive, because your hard drive will have all the drivers for your old mobo.
