How do I set my computer to best speed?

Hi! How do I set my computer to best internet speed? (or is there no way to alter that other than having computer in good condition and not having too many programs installed and having good malware protection?) We have only one fast-speed internet server available in our area and I'm glad to have it. My computer is an SL510 Lenovo Think Pad notebook and has windows 7.

Keep nice habit to clear all useless cache , bin etc every time after you finish using the PC
