How to send a message using ip address?

Hello! im newbie here in techspot. I was trying to ask, how could I send a message using ip address cause someone's trying to log in my account in another site. and my sight give's an information to that person by giving his ip address.. im using windows 8. is there any option to send a message without using messenger? and I think messenger is replace by skype. but before to that it needs to configure it in booth. is there any direct option to it? im looking forward to your answer... thanks!

If you're asking how can you email/contact someone by just knowing their IP Address, then the answer is you can't.

Simply generate stronger and longer passwords.

I see! thanks for the information. soon if the maintenace is over I'l change it to a stronger password.
