I have a delay/lag on one of my monitors

I have a dual monitor setting, both on 1366*768 / 60hz.

one of them has a lag, like 700ms between an action and the display of the action.

I have tried all resolutions and all frecuencies, I don't have hardware acceleration (or I can't find it), I uplugged the monitor that works fine and the issue is still there, drivers updated

Windows 10
Gt 610 2gb
4gb ram
core i5 2600
main monitor: LG flatron w1642s via vga
secondary: LG 42" via hdmi

I'm really out of ideas, please help me

unfortunately this issue is been there since ever

Hypothesis: your GT610 calculates and pushes the vga analog stream to one monitor at a different rate than the digital hdmi stream to the other.
Alternative hypothesis: one monitor uses TN (faster) and the other uses IPS (slower, but better color)

Alternative solitions:
Borrow a DVI cable and digital monitor and test the digital together... and/or
Borrow a different card and test.

well my country does not handle DVI at all but let my try another card
