Solved I have the "Malwarebytes has successfully blocked access to malicious IP" problem.

In that case follow just first part....

Go Start>Run (Start search in Vista), type in:
cmd
Click OK (Vista and Windows 7 users: while holding CTRL, and SHIFT, press Enter).

In Command Prompt window, type in following commands, and hit Enter after each one:
ipconfig /flushdns
ipconfig /registerdns
ipconfig /release
ipconfig /renew
net stop "dns client"
net start "dns client"


Restart computer
 
when I type in net stop "dns client", it says "system error 5 has occurred. Access is denied".
 
Also, there is an yellow explanation mark on my wireless network connection icon on the lower right of the screen. But I can still use the internet.
 
I did that, I saw the pop-up again an hour after I restarted my computer.

The pop up says MBAM blocked outgoing from svchost.exe.
I searched up svchost.exe and it seems to be a virus.
 
Also, I am not getting any of the major problems people say they have the svchost.exe, like google doesn't redirect me and stuff. It is just that MBAM has pop-up notifications telling me that it is blocking outgoing. svchost doesn't seem to be running in the backgroud (at least I don't see it on my task manager.
 
svchost.exe is a legit file.
Try to take a note what you're doing on your computer when the pop-up happens.
 
Hey, I just realized I have a ton of files in my local c disk that weren't there before. Some I can delete and some I can't.
I have in the c disk:
- boot (can't delete, it says I need premission from TrustInstaller)
- HP
- Intel
- MSOCache (locked)
- Program Files
- Program Files (x86)
- Program Data
-SWSetup
-Users
-Windows
 
Do NOT even attempt to delete any of those.
Those are all legit folders.
Never do something just because you feel like it!
 
ok, I just made a folder and put all of it in it.

I think I found the reason to my fan problem, "Congratulations, you've won" ad problem, and maybe the MBAM problem. Today I uninstalled Chrome and re installed it again, then the "Congratulations, you've won" ad came back and was on every page. I opened Chrome task manager and it had 4-5 extensions running in the background, which explains why my fan was always one. I deleted the extensions and now everything is a lot better!
