    I/O error computer won't start

A friend deleted some files from her computer and had about 40 viruses on her computer. The viruses have been removed.

Now she get's the following error:
    "While initiating device IOS:
Error an I/O subsystem driver failed to load.

Either a file in the .\iosubsys subdirectry is corrupt or the system is low on memory."

All is still in the Recycle Bin. Is there something I can restore from the recycle Bin?

It's better to restore from Windows CD or service pack, sounds like one of the required drivers was among those infected.

Agreed, restore from the CD and have it try to load the system files back on. If it is a corrupt driver, hopefully it will restore them as well. Otherwise, you may need to try booting safe mode, manually restoring the driver files (if you can figure out which one is the culprit), or format and reinstall (after backing up user files of course).
