Intermittent starting of computer

My monitor does not always react when I press the computer start button. The issue seems to be related to the absense or otherwise of a flashing light on the hard-drive - when it flashes after pressing the start button, the monitor activates shortly after. When there is no light on the hard drive, there will be no reaction from the monitor.

Any thoughts?

Make sure the video card is seated and that the monitor wires are connected firmly. Are there any beeps at start up?
