Internet packet loss: what does it mean?

I have been having issues all day with my internet. i.e. lag, video streaming slow, online gaming freezing, loss of connection.. After doing two independent Ping Tests the connection speed is fine but both record Packet Loss. Please explain.

I turned out to be my Comcast box. I powered off Modem and Router and re-powered but to no avail. Then I powered them down again along with the Comcast box. Internet is back to normal.
