Internet Running Super Slow

Im using Cogeco Cable, and my internet has always been unbelievably fast, but for some reason, its running really slow lately.....any ideas?

it times out on certain sites, and runs others super quick..

run your AV programs, ensure you're up to date with MS Updates.
purge your cache and cookies.

Ok ive done this and nothing seems to be makin it run faster....
