Invision Powered help please

Recently a friend's forum has been hacked, he's been able to recover most of it, and there's just 1 problem left. The "hacker" left a message on an "annoucement" that can be seen from the top of every forum section - can anyone please tell me how that can be editted or better yet, removed?

Thanks for the help in advanced - I've been through the control panel for a bit now & haven't figured it out.
