Is my cpu bottlenecking?

When I open a game my cpu use become 100%. And its creats problem in game when Im playing. Here is my config >

i3 6100 3.70Ghz
xtream gaming gtx950 2gb oc
8gb ram
gigabyte b150m-d3h (mobo)
550w psu
1tb hdd

Is it bottlenecking or something else ? What should I do ?

Might not be hardware... this site has nice approach to balancing system performance... http://www.game-debate.com/... so you know what to expect.

Might be the game - or a bad file or something.

You might also look to make several thorough anti-malware scans - a bad actor could really drag you down. Going into SAFE mode for scans can help root out rotten stuff.

Maintenance (cleaning, etc) and defragmenting can be secondary issues.
