ITunes- Apple Mobile Device Support error 2330

For a few months, I've been getting the error message that my Apple Mobile Device Support bin is corrupted and to run chkdsk. However, when I hit schedule chkdsk, it does not run at restart. I have administrator status. I got a new iPod and I uninstalled iTunes because it would not let me update the iPod or put music on it. The problem with the mobile device support is coming up under Program Files/Common Files/Apple /Mobile Device Support.. It will not let me install because it cannot write to the bin file AOSUtils.dll and says "Verify that you have access to that directory." When I try manually delete the folder, I get Error 0x80070091: The directory is not empty.

The bin file is Corrupted/unreadable.
