Laptop Connection Issue

Laptop has 2 users setup, first user can connect locally and to the internet, the 2nd user can connect locally but cant connect to the internet.

Just one laptop, with 2 users, it has Windows XP

Only one as the admin and that's the user with the issue, yes it has been updated to SP3.

Under the Admin account->right-click My Computer->Manage

go to Local Users & Groups
find the Network Config group;
Click Add​

now make sure all users are a part of this group.

All users will be able to config there network access, using
Network Setup Wizard.
