Laptop keys are wrong

I purchased a toshiba A200 10Z laptop 5 days back.

I just noticed that the key '@' and the key ' " ' are misplaced.

Why is it like that?? Please can anyone tell if this is to be returned?? Or can this be rectified by myself (using some function key)?

Please someone help me..

maybe your keyboard language settings are wrong

This is not a hardware problem. You have the wrong country set - go to control panel > regional settings > and set the country and location to your country. This usually happens when you have one of them set to USA. Also go to the Language tab and make sure that is the same as the others.
