LCD isn't working right

Don't know if this is the right category. The bottom third of the panel is blue with horizontal lines but the rest of the screen is normal. The part with lines is still lighted like the rest of the screen. I took it apart and checked all the connections and they are fine and the bulb is good. Would a bad inverter cause this or would that just make the screen go black? Thanks

Either bad cable or damaged panel.
