I am wondering where windows stores the settings for Windows Local Security Policy. Is it inside of "Documents And Settings" folder or is it somewhere else.

    It's WINDOWS\Security\Database\secedit.sdb

Thank You; is this where all the different MMC consoles keep their settings?

Umm.. No. This is where the local security policy is stored. MMC has got nothing to do with it.

Okay; I am assuming it is inside of the registry then or would it be stored someplace else. Because I am reinstall XP SP2 from the ground up (no in-place install) and I want to copy over not just the users settings (Documents and Settings) but the security settings and all the other settings that are global (for the entire OS) like requiring users to press ALT-CTL-DEL to log on, stuff like that; how long passwords have to be.
