Loss of fps

Hey guys I need help I was just wounding about my pc, I have just recently got it wiped and downgraded from windows 8 to windows 7pro and I got a new ram card (patriot).(but same graphics card which is a GTX 960)

My old ram card was a 8GB PC3 12800-1600HMz card and the one that I am now using is a
8GB PC3 10600-1300HMz card, and now I have this card I am playing games such as, csgo, league of legends, and wow and ive noticed a massive loss in fps.

I turn all my graphics to low but still get 40-60 fps every game I played compaired to my old card it was around 150-300 fps every game I played ://

Does anyone know whats going on?? someone please help me.

Ive downloaded that, and updated it fully updated it and I still get the fps lag and what not my computer still gets the occasional freeze and slow videos and I dont know what to do so do you have any more ideas ?

What's the model of the motherboard? How old is this computer? What CPU is installed?

I had this issues once and felt very silly after I found the fix. Any chance you don't have it plugged in or all the plugs in it?
