Make one or Buy one?

What is more expensive? Making a graphics card, or Buying a graphics card. I just want to make one like the nvidia 6800/6200 LE, because i just want to make one that has pixel and vertex shader, so i can get started on my game design. About how long will it take, or can you guys help me find some tutorials or something?
