Media interface between external HD and TV - Does this exist?

Hello,
I've got something in mind and wondering if anyone has heard of it.
Basically, i want to be able to take my external hard drive and plug it into a TV's video/audio in to play Xvid movies directly off of it. I know that special media enclosures exist, but for this i'd need to get a new hard drive and the enclosure... not cheap. I'm wondering if something exists that i can plug the USB2 hard drive into so it would recognize the movies and output the video/audio signal.
Any ideas?

Alternatively you could just build/buy a tiny computer (like in a small shuttle case or something like a Mac Mini.)
