    All versions except BeOS 5 PE have gcc builtin. The best version is said to be 2.9-beos-000224, but 2.95.3 is available, too. If you don't want to, you don't need to use command line, you can just launch BeIDE and start coding :)
    For PE, DevTools kit is available here.
