intermittently, my monitor won't start back up after it's been idle and shut off. The LED is amber, like when my monitor automatically shuts off after 15 minutes, as set in my power options in the control panel. Moving my mouse or pressing the keyboard does nothing, but the weird part is when I press the button to shut down, it comes right back on and I See it shutting down, which leads me to believe that it's not a hardware problem, but I don't know.

    Any thoughts?

It sounds to me like you are hibernating.

Goto your screen saver settings and hit the power button.
At the bottom of that tab should be hibernation and standby, put these to never and all should be well.

I have never heard anything good about hibernation.
