MSI Radeon RX 480 4GB Problems

I am a pretty big PC gamer, and recently bought a graphics card, care to guess what kind it was? Yes, an MSI Radeon RX 480 graphics card. Truth be told it was a birthday gift to me, and I believe it was returned and refurbished, hence it being a whopping 20% off. It worked beautifully for the first month or so and then my computer's hard drive was corrupted, probably due to some virus related to the porn I had been downloading. So I had to reinstall the OS and wipe everything I had before, which my OS had been windows 10, and now the dreaded 8.1...

So onto the problem, every time I install the driversthe graphics card starts doing it's thing, red, green, and blue pixels will scatter on the screen in clusters. Now it might sound like dead pixels, but the twist is that they will change position when anything goes over it.

I think it might just be a bad egg, and I just need to get a new one, however I want to hear what a seasoned tech expert might have to say, before I go and shell out another couple hundred dollars just because of some dumb driver problem.
 
Well is it the very latest drivers? I only ask because when installing the newest drivers the way I normally would, the first time the install corrupted and the computer restarted. Never happened before but oh well, try again. The second time, for a few tens of seconds the screen was RGB pixels (like you describe) and I gave it a while after freaking out and it finished installing. You think this is the case with you?
