My CPU is running at 100%

I read you page about what to do before posting here, however, each of those things requires that I can do them from the infected pc. I cannot use the infected pc at all. i cannot access the internet. The only thing I can access is safemode and the cpu is running at 100%, so everything I do there is extremely slow. I'm hoping you'll be able to help me reguardless of this.

I don't know what exactly happened, but my pc was constantly rebooting itself when i got home tonight. I am currently using my laptop to type this. Anyway, my desktop pc was booting up to the login screen, then rebooting immediately.

I started it in safemode with networking to try to fix it. I am using windows 2000. It did the same thing (rebooted itself). I then started it in safemode and it allowed me to login. But the cpu is running at 100%. I have the following tasks running in task manager:

winlogon.exe (jumps between 20 - 60%)
csrss.exe (jumps between 20 - 60%)
iexplore.exe (0 - 20%)
explorer.exe (0-10%)
taskmanager (0-10%)
system (0-6%)
winmgmt.exe 0%
svchost.exe 0%
lsass.exe 0%
services.exe 0%
smss.exe 0%
systemidle process 0%

I don't know what to do from here. Thank you for any help you are able to send my way.

Start by going to MSCONFIG (From Start ->Run)

Click Diagnostic mode, and restart

In Windows Normal mode, you may notice your screen;sound and many other services not working. That's OK, all we want to do is check the Task Manager.

If the Task Manager is not running at 100% any longer, it must have been one of those startup services.
Re-run the MSCONFIG utility, turning one on at a time (restart after each) until you find the process causing the high CPU usage.
 
Can you give us the CPU usage when in Safe Mode? No range, just one figure.

iexplore.exe has 33 processes associated with it, both legit and malware:

explore.exe usually indicates the Desktop or Windows Explorer.but it has 55 others possibilities.

system and taskmgr will use CPU when task Manager is open or when anything is running.

System Idle and taskmgr usually add up to 100% of the CPU when you have closed all windows and are preparing for shutdown.

Determining whether the process are running a legitimate program can be determined by locating them in the C:\Windows folder, some in System 32.
