Just over a year ago My HD had close to 35 gigs of free space. Now it has only 9.9 gigs of free space.

I turned off the system restore and started it back up and now I have 12.2 gigs of free space.

Is this something I should be concered with? Are there other back-ups that I might need to get rid of?

Only you know what crap you put on your hard drive :)

Use a graphical utility like SequoiaView to get an idea where your disk space has gone.

In your \Windows Folder, there are some folders created for every MS Update and HotFix applied.

Assuming you absolutely are committed to keeping the patches already installed
(ie: you will never UNINSTALL or roll-back a hotfix)
then you can:
  • boot into Safe Mode
  • go to \windows
  • use tools->Folder Options->view tab-> show hidden files and
    uncheck hide known extensions, and windows protected files
  • click ok
now while in SAFE MODE, you can delete folders which look like:
$NtUinstallKBnnnn$
