    If you are using Firefox, then it appears that the blocking is within the browser itself
    see this note.

    If it's a trusted site, you can go into Java control panel and enter it into the Exception Site List.

    Thanks to all. I decreased the security level to medium (of java control) and now seeing that applet is possible.:)

    Cool. FYI, when you update Java, the security settings might get reset. So if the Java applets stop working, check the settings.
