My program, game, and other software keep closing to desktop

Im running windows 8.1 pro 64-bit
Intel core i7 3770 @ 3.40GHz
there's no any error message , my screen just turn blue for about 2 sec and all my program closed back to desktop

If isolated to a single program, I would uninstall and then re-install the program which is troubled.
