They are normally 230V PSUs. If you try to hook them up in the USA, it won't work on 115V. Is the setup in your signature for this PC?
A test found: Looking at the units current rating, it is obvious, (and expected), that the 550W rating is based on the peak, (unsustainable), current ratings and not the continuous maximum currents the PSU is actually capable of.
Claimed: 3.3/5v combined=285W, effectively: 200W
20Amp on the single +12v rail is low-end and may cause your AMD64 to fail at boottime. You need 24A to start up a big CPU like that.
This unit sells for UK £17.57 incl. VAT and weighs only about 1.5KG, which are all signs of a crappy PSU. I think you've been 'done'.
