Need help with an emaichines problem

I am wondering if someone can help.

I have an older model emachines desktop running an AMD 2400+ processor. Machine is about 3 1/2 years old.

The problem is that about 2 weeks ago, i shut it down and it shutdown properly, but the harddrive light stayed on and the fan kept running. Secondly, I could not get it to boot up again by pressing the power button.

I unplugged the machine and let it sit for about an hour. Then after plugging it back in, same situation...harddrive light on, and fan, but no way to power it up. Finally, it came back on after turning the power on and off via the surge protector. Everything was fine until yesterday... then it all happened again.

A friend of mine that is a computer tech said that it was the power supply....is he correct or is the problem elswhere?
 
He's correct. Go buy a proper powersupply from a well-known manufacturer, such as Fortron, Antec or Enermax. A 350-400W PSU will do the job nicely. Check if your motherboard takes a 20 or 24 pin powerconnector and buy correspondingly.
Do NOT replace with the same Bestec-crap that's in it now!
